Never a newly elected president will have faced a complex situation on the unemployment front. It goes back no less than thirteen years ago to find indicators also deteriorated. The unemployment rate is nearly 10% again of the workforce, nearly one in four is unemployed, the long-term unemployed (unemployed for more than a year) adjoining 40% of registered employment center and length of unemployment has jumped nearly 20% since the crisis began, to 464 days.

Main reason: while the labor force grows, France does not create enough jobs. In contrast, the number of available positions in the economy has shrunk by 200,000 even in the last five years, a first in the Fifth Republic.

The crisis is obviously much. Nevertheless, not a head of state had signed a mandate with a negative balance. Even François Mitterrand, whose first seven were deadly with the disappearance of entire job in the steel and textiles, the odometer showed 56,300 designs in 1988.

Francois Hollande, who "give a year" to reverse the unemployment curve, in any case will be hard pressed to meet its commitment without a boost – very speculative at this stage – growth. According to the latest available forecasts of Unedic (UI), the number of job seekers expected to grow by 214,000 this year – and so cheerfully exceed the symbolic threshold of 3 million unemployed registered at employment center Class A – and the number of jobs fall by 123,000 merchants payday advance low fees.

"The year 2013, however, should be better on the employment front, predicts the new tenant of the Elysee, by improving the international situation, but also with our first steps." … ….. 100,000 jobs for the future

Among them, is a classic: the "social treatment" of unemployment. In other words, subsidized jobs. The next few weeks, 100,000 "jobs of the future" must be created in neighborhoods (50,000 more will follow on the remainder of the quinquennium). This is a version of "makeover" of jobs for young Martine Aubry: odd jobs for five years in associations or local authorities, publicly funded.

Francois Hollande also intends to create 500,000 contracts generation during his tenure. The idea, intellectually attractive but criticized for its windfall, is to link the hiring of a youth to remain in the employment of a senior until he can retire at full rate, both jobs are exempt from charges.

The president-elect has also promised to strengthen the means to improve employment center to help the unemployed and plan to launch a green renovation of housing could create tens of thousands of jobs.

Finally, to stop the "stock layoffs," he intends to make it more expensive, give employees new ways to challenge them in court and force the relocation of businesses dedicated to repaying public aid.

The tone hardens in the conflict between marine companies between Corsica and the mainland. The strike called by the CGT Wednesday to demand the application of the same social laws to all shipping companies, including foreign competition, making these runs was renewed this Saturday. A decision that provoked the "anger" of the direction of SNCM (Société Nationale Corse Méditerranée), 66% subsidiary of Veolia Transdev. The South (ex-CMN) is also affected by the strike. The movement "is followed at 28% to SNCM, a little more to the CMN, but enough to prevent smuggling," said the leadership of SNCM.

The nine SNCM ships and the South (ex-CMN) assigned to services between Marseille, Nice and Corsica are therefore remained docked for the fourth consecutive day, some 10,000 passengers were affected since the conflict began. Many of them have changed their return by traveling on ships of the private company Corsica Ferries, Italian flag, which normally circulate. SNCM has expressed "outrage" because "this movement supposed to fight our competitors rather strengthen, beyond their expectations." Moreover, the director of the company for Corsica, Pierre-André Giovannini, expressed his "regret for the inconvenience to our customers, passengers and cargo carriers, and this new blow to the island economy." He said over the weekend of May 8 Bridge is "one of the most important pre-season tourist" for Corsica.

A bill filed by the PCF

The strikers will meet again Sunday morning to decide on the following movement. "So is the future of thousands of jobs in our profession," says the union in a statement. The strike comes as the ferries market suffered the turmoil of the crisis in recent years. Thus, since its passage in the private sector in 2006, SNCM has almost always been in the red. She was accused of operating losses of 15 million euros last year. Especially, the CGT sailors had already scored a major coup a year ago by stopping work for 47 days, never seen to SNCM. If it were to get bogged down, however this new strike is unlikely to change the trajectory of the group. The direction of the SNCM instead reiterated its "determination to rapidly modernize and evolve the company, in all areas." Last March, the chief executive, Marc Dufour, warned that SNCM would have to separate at least two car ferries and 800 employees in 1617.

In some election, this issue has naturally taken a political turn. Friday, a trade union delegation was received in Paris by representatives of different parties, including the national secretary of the PCF, Peter Lawrence. His party has tabled in the Senate on March 22 a bill to require all companies operating in France the first entry in register of ships, making them subject to French social laws. Sailors CGT also met the spokesman of the Socialist Party, Benoît Hamon, who is, according to the union, "clearly in favor of the adoption of this law," and a consultant Francois Hollande. In Marseille, finally, a delegation was received by the federation UMP.

"We deliberately forced the line number 9 on our making it extremely low," warns immediately Métroz Thierry, head of the Citroen style. With only 1.27 m high and 4.94 m in length, it must be recognized that this concept car looks more like a shark of the road as a regular limousine. "This vehicle still contains all the genes of future DS," said Frederic Banzet, the brand manager for Chevron quick guaranteed personal loans.

The look of the number 9 is its first asset. Its large headlights stretched blending smoothly into a sculptural grille give it a personality that will not leave indifferent any motorist, whatever and wherever they are. This front is undoubtedly the first DS signature style.

The main presidential candidates have one thing in common: they announce tax increases for years to come. None of them claim to return to zero deficit by cutting public expenditure only: they know that the remedy would be too much for the French social model. In addition, candidates are aware that economic growth alone will not fill the public coffers.

On this point, economists are even more cautious. Nicolas Sarkozy expects a GDP growth of 2% from 2014, Francois Hollande 2% in 2014 and 2.25% thereafter. "It would be wiser to predict growth of 1.5%," said Jean-Christophe Caffet, economist at Natixis. "And above all, to the same level, growth will generate less tax revenues spontaneously that during the expansion phase of pre-2007", warning Mathieu Plane, an economist at OFCE.

Mechanically, when the GDP is up, after the mandatory deductions. More profit, this means more corporate tax (IS), higher wages, better social security contributions and income tax (IR), etc.. But according to the type of growth, the correlation is stronger or weaker.

The economy of the early 2000s, characterized by a housing boom, was particularly conducive to tax revenue. And transfer taxes, a tax on real estate transactions, they reported to local authorities 9.6 billion in 2007, against 4.7 billion in 2000. The revenues of the ISF have almost doubled (2.2 billion in 2000, 4 billion in 2007). "Growth was also driven by household spending. A boon to the State whose main tax, VAT, sits on consumption, "adds Jean-Christophe Caffet. Finally, the SI was doped up to 2007 by record profits of banks. In a 2008 report, Philippe Marini, then general reporter (UMP) of the Senate Finance Committee, spoke of the hypothesis of a "bubble" of € 10 billion on tax burden.

"Adjustment Period"

A bubble that broke with the financial crisis. Scarce, taxes and social contributions decreased in 2009. The IS has collapsed, yielding 21 billion in 2009 against 51 billion in 2007. Since then, the tax burden returned to their pre-crisis level, with the exception of the SI (39 billion in 2011). "But if there had been no crisis, levies would exceed 23 billion that they are today. There is indeed a structural loss of revenue, "said Mathilde Lemoine, director of economic studies of HSBC.

In addition, revenues will not recover their train of yesteryear. "The growth model due to housing boom and strong consumer is finished. We have entered a period of adjustment, where wages will rise slightly. VAT, transfer duties, but also social contributions will grow less quickly, "said Jean-Christophe Caffet. So over the spontaneous surge of revenues, as before 2007. That's why taxpayers are involved since 2010. And if the economic growth forecast by the candidates was not at the rendezvous, higher taxes might be higher than 50 billion program of Francois Hollande and 16 billion provided by Nicolas Sarkozy.

Living under the bankruptcy system, the famous Chapter 11, is not easy for a company. In a document filed with the court last week, the company found, in fact "a marked rise in employee departures in the first quarter." Departures deemed "particularly damaging" to the management level.

That's why Kodak offers to pay $ 8.5 million in an initial group of 119 frames, which still represents more than 71,400 dollars per person, to retain them. Another group of just over 200 employees, has been identified and should receive $ 5 million, or about $ 25,000 per employee.

Out of Chapter 11 is a real possibility in the United States. The most striking recent example of a successful exit is to make the assets of General Motors. This scheme allows the company to restructure while being protected from its creditors, a situation similar to the existing backup procedure in France. To achieve this, we must however keep its senior most "critical activity and the restructuring process," according to Kodak.

The company explains that "among the 7,600 employees of the group, there are many who have unique skills and value, but the weakness of available funds requires the group to make a strict selection of the beneficiaries" of this plan.

While the latest statistics show an automotive market at half mast and some European manufacturers are expressing their concerns, the cars bought in France have never reached such high prices. According to The Argus, which published his 2011 portrait of the average car in France, the average price reached 21,181 euros, against 19,767 eurosen 2010. An increase of 1,414 euros (+12%) in one year!

According to The Argus, this trend is explained by the end of the scrappage scheme. And the French did not hesitate to turn to larger cars. The average vehicle in 2011 in France measure 4.19 meters long, 1.76 wide and 1.54 high. It weighs 1266 pounds and consumes 5 liters of fuel per 100km to 126 grams per kilometer of CO2 released.

The luxury SUVs are popular

The Argus notes and a sharp decline in so-called urban cars (-26%). The family (10%), major roads (37%) and minivans (18%) have however taken advantage of this change in consumption pattern. The SUV (Sport Utility Vehicle), including luxury, are also popular. And the price of the latter increased by an average of € 3660! Overall, the share of cars with less than 15,000 euros in sales in 2011 is 19%, from 15,000 to 25,000 euros, 45%, and more than 25,000 euros, 36%. In 2008 these shares were 24%, 46% and 29%.

The study of the Argus corroborates previously published figures by the Committee of French Automobile Manufacturers (CCFA) and published by Challenges. They reported a price increase of 15% compared to 2010. The average price of new vehicles, all brands, has reached 22,800 euros according to the CCFA. A rise in prices seen in all countries where a grant has been established to support the sector.

But if they are willing to spend more to buy a car, the French did not mean abandoning another means of transport, more environmentally friendly. He would have sold more than 3 million bikes in 2011. A figure up 5.5% over the previous year.

Global consumption of wine is finding colors in 2011. It increases from 0.7% to 241.9 million hectoliters (hl). She stopped and started a downward cycle since 2007. "It seems that the worst is behind us. This does not mean that an immediate return to pre-crisis growth is confirmed, relativizes Federico Castellucci, Director General of the International Organisation of Vine and Wine (OIV). In addition to unfavorable economic factors, changes in consumption patterns continue to see recovery in the major producing countries, such as the EU. "Indeed, European consumers now favor quality over quantity. This, however, are the Americans and Chinese who support sales.

47.4 liters per capita in France

In detail, the world's largest market, that is to say the EU wine consumption fell by nearly one million hectoliters last year, mainly due to degradation economic conditions in countries of this area and a change in customer behavior. Italian consumption shows a sharp decline of around 1.6 million hl (- 6.3%), as Spain and Britain, but to a lesser extent. Germany, meanwhile, has stagnated.

Only exception in this bleak picture: French consumption increases significantly (3.5%), almost 30 million hl. This increase is explained by massive purchases of wine last year on French territory by foreign tourists. But the OIV can not be quantified precisely. Single index, consumption rises officially in France to 47.4 liters per capita. Net purchases of tourism, it would be some 40 liters per person, a level close to that of Italy to 37.4 liters.

French cognac and champagne appreciated

For their part, the United States, second world market volume, estimated to have grown 0.9 hl (nearly triple the 2009 and 2010) and 28.5 Mhl approach. Americans like French cognac and champagne. Example: for the Charente house Courvoisier, "remains our largest market outside the U.S. where we sell 48.5 million bottles of brandy a year, or nearly 30% of our annual exports," said its president, Patrick Pinet.

China also exports have increased with the increasing popularity of a population easier for wine products. "Since 2001, exports of French wine and spirits increased by 3700%, three quarters of which relate to the claret and brandy," says Nicolas Ozanam, Delegate General for CFTS (Federations of exports of wines and spirits).

Result, world trade in wine in 2011 reached over $ 103.5 million hl, up 7.9%.
